Founded in 2018, Smart Utility Management, LLC provides management consulting services for Municipal Utility Companies.  Services include: Retail Rate Design, Cost of Service Studies, Regulatory Consulting, and Budget Development.

The Principal is Chris Simms, located on the eastern shore of Maryland in the Delmarva Peninsula.  Mr. Simms received his experience in this industry while working for Downes Associates, Inc. from 2006 - 2018.  Chris has twenty years of experience providing consulting services to Municipal Utility Companies throughout the east coast and specializes in Municipal Electric Utility Companies that operate in the PJM Regional Transmission Organization footprint.
